Born on May 28th, 1967 in Moscow. Enlisted in the Soviet Army in 1985 after high school and served until 1987. Worked for the Air Force Engineering Academy named after professor N.E. Zhukovsky until 1994.
In 1994 Mikheev entered into Lomonosov Moscow State University to study philosophy in specialty “political science”. Graduated in 1999.
